Ashlex was started in 2004 by Michael Hall, initially focusing on government contract work and developing custom software for organizations in the government sector, including The New York City Police Department, The New York State Organized Crime Task Force, The New York State Police, the Arizona Department of Public Safety, and the Chicago Police Department.

The company also engaged in consulting work, developed custom software for Fortune 500 companies like AT&T Wireless, Fleet Bank, and Citibank, created registration software for the United States Naval Academy and the United States Military Academy, and was founded with a vision to empower businesses through technology and strategic management solutions.
